The Department of Social Welfare and Development (DSWD) Field Office 9 through the National Household Targeting Section (NHTS) organized an orientation on the utilization of Listahanan 3 data among the City and Municipal Social Welfare and Development Officers (C/MSWDOs) and other key stakeholders in Basilan Province last Thursday, June 23, at Farmland Resort, Isabela City.

“We are very happy with the presence of our partners during the orientation and of course, for signifying their interest to request data from us and enter into a Data Sharing Agreement (DSA) with the DSWD,” said Sulma S. Sabtal, Regional Field Coordinator for NHTS-BST.

The Listahanan database can be utilized in the identification of potential beneficiaries of social protection programs and services. With the available socio-economic information, data users can see which households are in need of a specific intervention allowing them to come up with evidence-based policy planning and program implementation.

Aside from this, the information management system can also serve as a reference in validation and research, among others.

Information such as statistics and magnitude can be obtained through official requests. However, a DSA or a Memorandum of Agreement (MOA) is required if the information being requested includes the names and other important information of household members.

     

   

   

This is in consonance with the Data Privacy Act of 2012, which intends to protect the integrity and security of personal information and sensitive personal information of the identified poor.

Apart from the orientation on data sharing,  a presentation of the Listahanan 3 highlights specifically for Basilan province was made.

Likewise, there was initial information dissemination on the Lifeline Rate Discount Program.

According to the latest Listahanan data as of July 2022, out of the 83,248 households assessed (350,610 individuals) assessed, 73,046 (323,757 individuals) are identified to be poor.

In addition, among the BaSulTa (Basilan, Sulu, and Tawi-Tawi) provinces of the Bangasamoro Autonomous Region in Muslim Mindanao (BARMM), it has the highest poverty magnitude with 87.7% among its identified poor households and 92.3% among its identified poor individuals.

The Listahanan project aims to formulate a unified set of criteria for identifying the poor that would enable convergence and complementation of social protection programs and services in addressing the different dimensions of poverty. ###
