The Regional Rehabilitation Center for Youth essentially provides a nurturing ground to protect, develop and promote the children in conflict with the law, participation in the society. Their security and physical, psychological and emotional development are promoted in these rehabilitation homes. The RRCY foster the CICL’s normal development and ensure fulfilment of their potential as human beings.

Presidential decree No. 603 known as the Child and Youth Welfare Code of the Philippines and Republic Act No. 9344 or the Juvenile Justice System and Welfare Act of 2008 provide that the Department of Social Welfare and Development shall establish RRCY. The facility is designed to provide intensive treatment in a residential setting for the rehabilitation of a CICL whose sentence has been suspended. It serve as a nurturing out-of-home placement for children in need of rehabilitation. Since its establishment up to the present, the center has provided rehabilitative services and programs to its clientele within the region and neighboring areas.
