The Kalahi-CIDSS will scale up to NCDDP or the National Community Driven Development Program. Thus, its implementation will cover more municipalities in the region from 2014 until 2019.

NCDDP uses the CDD (Community Driven Development) Approach to help communities in poor municipalities identify challenges around reducing poverty and make informed decisions on a range of locally identified options for development, including how this is made and in what form. NCDDP aims to have communities of targeted municipalities become empowered to achieve improved access to basic services and to participate in more inclusive local planning, budgeting, and implementation.

The National Community Development Program was approved on January 18, 2013 by the NEDA board headed by President Benigno Aquino III.
