Organizational Objectives & Functions

Office of the Regional Director

Provides overall direction in the management of the regional office and its resources towards effective, efficient and responsive implementation of statutory social welfare programs, services and special projects; advocates SWD policies, legislative agenda, new laws, social technologies and issues and concerns; and promotes services, facilities and projects for replication or localization by the LGUs and other stakeholders in the region.

Operations Division

OBJECTIVE/ PLEDGE:
In support of the Department’s vision, mission and goals, the Operations Division vows to intensify implementation of statutory social welfare services, continue operation of allretained programs, services and projects as weel as the effective and effecient management of centers and institutions, to alleviate the plight of the disadvantaged sectors in the region.

ORGANIZATIONAL FUNCTIONS:
Implementation of statutory social welfare services, all retained programs, services and projects, and management of centers and institutions to ensure the protection, rehabilitation, and restoration of the normal functioning of the disadvantaged individuals, families and communities, and other vulnerable groups.

Technical Assistance Division

OBJECTIVE/ PLEDGE:

To manage and promote a unified self-organizing and learning regional network of intermediaries that will be effictive partners in the accomplishment of social welfare and development plans, policies, programs and services geared towards an improved qulity of life of the poor and the vulnerable sectors in our society.

ORGANIZATIONAL FUNCTIONS:

To provide Technical Assistance and Resource Augmentation to intermediaries to enable them to mobilize and generate resources and deliver quality of social services; implement and upgrade Human Resource development Programs and enforce Social Welfare Laws and Standards

Management Service Division

OBJECTIVE/ PLEDGE:
In support of the DSWD’s vision, mission and goals, Management Service Division is committed to manage, allocate and disburse internal resources for regional operations; and provide prompt technical assistance along administrative, personnel and financial management to the internal publics and intermediaries

ORGANIZATIONAL FUNCTIONS:
Management Service Division is primarily responsible in ensuring timely processing of all financial and personnel transactions in accordance with existing policies and guidelines; attend to other administrative concerns of the Field Office, centers and Institutions as well as the transacting public; and provide staff support functions to the regional operations

HOME FOR THE ELDERLY

OBJECTIVES:

To provide a residential services to abandoned, unattached and homeless senior citizens, ages 60 years old and above

• To achieve a wholesome, productive and satisfying life for the elderly
• To provide activities that would enhance and improve their vocational skills geared towards regaining their self-esteem through gainful task
• To provide educational instructions to social work students and other allied professions and serve as a training facility of both local and foreign trainees/ workers on social welfare

AREA VOCATIONAL REHABILITATION CENTER-3

OBJECTIVES:

For the maximum physical, social and economic adjustment of persons with disability within the limit of his/ her impairment, to enable him/ her to live a useful and satisfying life as humanly as possible

VISION

A dynamic nation with established rehabilitation agency committed and responsive to the fullest development of persons with disability toward achieving better quality of life.

MISSION

To provide social work intervention through the implementation of comprehensive and dynamic rehabilitation program for persons with disability geared toward maximization of talents and potential necessary to achieve social functionality and economic sufficiency

BALAY DANGPANAN SA KABATAAN

OBJECTIVES:

To provide psychosocial intervention to vulnerable and disadvantaged girls with special needs which enable them to resolve their problem and restire normal functioning thereby regain self-esteem and dignity through protective, treatment and rehabilitative services

VISION

Optimize social protection and promote the rights of female abused, exploited and those in conflict with the law.

MISSION

To ensure the provision of quality residential services, protective and custodial care of girls 7-17 years old in especially difficult circumstances and ultimately become responsible and empowered individuals who are future builders of communities.

LINGAP CENTER

OBJECTIVES:

The Lingap Center is mandated to provide residential services or temporary shelter for the protection and provision of basic and immediate needs both physical and psychological needs to the socially disadvantaged children/ youth, who are victims difficulty circumstances and in crisis situation not of their own doing, but of abusive environment and irresponsible parents who are incapable of performing their roles and responsibilities which often times resulted to dysfunctional families. Thus, the need for special attention , protection, care and custody with the end goal of reuniting them with their families or relatives, or with foster families or adoptive families, reintegrate them to the community where they belong and become self propelling, productive and participative member of the society in the future.

ORGANIZATIONAL FUNCTIONS:

Provision of social protection and immediate social services to street children, abused, neglected, maltreated, abandoned, exploited physically and sexually abused child and helping them develop a sense self-esteem through dignified work, education and other services, and provision of opportunities for technical course and trade skill of interest while possible return to families/ relatives or other placements are facilitated and worked out, also providing counseling services to minors and other with special needs, and assist them to become economically self sufficient and socially responsible, and develop the ability in home management activities promote camaraderie and harmonious relationship among the peers.

RECEPTION AND STUDY CENTER FOR CHILDREN

OBJECTIVES:
• Implement a program to observe, study and diagnose children to determine a placement plan for each child
• Provide temporary shelter and training in family life to abandoned, orphaned, abused, exploited, neglected and dependent children in home atmosphere
• Train child welfare workers and Social Works intern
• Serve as laboratory for methods, strategies and approaches in the care and development of abandoned , neglected, orphaned, abused exploited and dependent children

ORGANIZATIONAL FUNCTIONS:

Primarily, the center is tasked to cater to the needs of children in need of special protection whereby formulating individual treatment plans that will ensure their normal growth and development and likewise safeguard their best interest and welfare

REGIONAL REHABILITATION CENTER FOR YOUTH

OBJECTIVES:
• To provide intensive treatment and rehabilitation to it’s residents in relation to their deviant behavior and socially unacceptable attitudes.
• To conduct programs and services that help develop the capabilities and abilities of the CICL in order to effectively function towards a wholesome growth and development.
• To provide protection and substitute parental care to CICL.
• To enhance the youths coping capabilities and trust to others.
• To provide opportunities for the youth to acquire vocational skills in order to become productive and self-reliant in preparation of his reintegration to his family and community.
• To integrate minor in the conduct of Therapeutic Community program for behavior modification process.

VISION

A center of excellence where the CICL empowered with character and skills that would make them useful and effective individuals upon their reintegration to their families and the mainstream society.

MISSION

To provide holistic rehabilitative services to CICL in order to develop social functioning and improve behavior as well as to empower theme to become equipped with skills and be productive and be productive and self reliant upon their return to their families.

REGIONAL YOUTH HOSTEL

OBJECTIVES:

The Regional Youth Hostel aims to provide residential facilities conducive to learning and studying develop the potentials/ abilities of the youth in operating and managing residential facilities, income generating project, skills training activities, promote camaraderie and harmonious relationship among the scholars. It also provides opportunities for intensifying and strengthening social, spiritual, physical and cultural values.

ORGANIZATIONAL FUNCTIONS:

It provides the DSWD scholars a residential facility, quality opportunities an access them to the educational services and other social services through the DSWD’s Sulong Dunong Program. It establishes linkages with other Social Welfare Development Agencies and Civic Minded Groups/ individuals for support in relation to other needs of the scholars as well as the Center.

SWD TEAMS

OBJECTIVES:

Provision of Technical Assistance to Local Government Units towards better access to social services for the less fortunate, the disadvantaged and needy individuals, groups and families.

ORGANIZATIONAL FUNCTIONS:
• Provide Technical Assistance to Local Government Units and Stakeholders
• Act as Focal Person of the Agency/ Unit
• Implement Retained Programs and Services
• Assist referral cases and provide proper interventions to walk-in and special clients.
