The Area Vocational Rehabilitation Center III is a facility under DSWD that is mandated to implement the Program and Services for Persons with Disability (PWD)

The agency draws its authority from various laws:

  • Philippine Constitution, Art. II, Declaration of Principles and State Policies provides:  Section 9. The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all. 
  • Republic Act 1179 of 1954:  Provides for the promotion of vocational rehabilitation of the blind and other disabled and their return to civil employment. It provides for the establishment of the Office of Vocational Rehabilitation (OVR) which is charged with the responsibility of implementing the major programs or vocational rehabilitation of the former Social Welfare Administration (SWA).
  • Republic Act No. 997 of 1956: Provides for the reorganization plan which defines the organizational functional structure of the office including that of the Vocational Rehabilitation Section at the Regional Office.
  • Republic Act No. 2615 of 1959: Amends Republic Act No. 1179. It provides for the establishment of nine (9) regional rehabilitation training centers and also extends the six months period of Vocational Training for the disabled trainees to a period of one year.  

The existence of AVRC III

  • The Area Vocational Rehabilitation Center – III was established in this region way back in 1964.
  • Originally, the center was located at Barangay Upper Calarian, this City.
  • Itwas transferred to Barangay Cabatangan in 1985
  • and at its present site in Talon-Talon in the year  2000.

“To provide social work intervention through comprehensive rehabilitation services that will enable the PWDs to achieve social functionality and economic sufficiency”
