Pagadian City – The Department of Social Welfare and Development (DSWD) Field Office 9 through the National Household Targeting Section (NHTS) conducted an orientation to discuss in detail the guidelines and protocols in utilizing Listahanan 3, to partner stakeholders and encouraged them to maximize the results generated by the project on its latest household assessment.
The said activity was held last week, 9 November at Chandler Suites, Pagadian City, Zamboanga del Sur.
Executive Order No. 867 s. of 2010 provides for the adoption of the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan as the mechanism for identifying poor households who shall be recipients of social protection programs nationwide.
All national government agencies (NGAs) are directed to adopt Listahanan as the mechanism for identifying the country’s poor.
The DSWD shall maintain the system and update it every four (4) years. It will serve as the repository of data on poor households.
All NGAs shall prioritize beneficiaries of the government’s social protection programs, projects, and services using Listahanan.
Considering that the project is now on its 4th phase, the NHTS should strengthen its advocacy efforts in the promotion of the database and encourage key stakeholders to enter into a Data Sharing Agreement (DSA) with DSWD.
The advocacy activity was one of the initiatives carried out by the management in order to encourage the utilization of the Listahanan 3 data, for the development, planning, and implementation of social protection programs, including research and other development projects intended for the indigent population.
It was attended by representatives from the National Economic and Development Authority (NEDA), Commission on Higher Education (CHED), Cooperative Development Authority (CDA), Philippine Health (PhilHealth), Department of Labor and Employment (DOLE), Department of Science and Technology (DOST), Department of Human Settle and Urban Development (DHSUD), Office of Civil Defense (OCD), Department of Agrarian Reform (DAR), Department of Health (DOH), Department of Agriculture (DA), Philippine Statistics Authority (PSA), National Housing Authority (NHA), Department of Environment and Natural Resources (DENR), Commission on Population and Development (CPD), Philippine Information Agency (PIA), and the National Commission on Indigenous Peoples (NCIP).
Likewise, the Provincial Social Welfare and Development Office (PSWDO) of Zamboanga del Sur and the City Social Welfare and Development Office (CSWDO) of Pagadian City were also represented.
During the orientation, the participants strongly expressed their support and commitment to utilize the Listahanan 3 database. Representatives from the CPD, CHED, DHSUD, and NEDA verbalized their messages of support in utilizing the government’s information management system.
In addition, the Provincial Government of Zamboanga del Sur and DOLE were recognized and awarded for being the first PLGU and the regional line agency respectively, to enter into a DSA with DSWD and utilized the results of the Listahanan 3 in the formulation and implementation of their respective programs and services related to social protection. ###
