Zamboanga City – In preparation for the signing of a Data Sharing Agreement (DSA) between the City Government of Lamitan and the Department of Social Welfare and Development (DSWD) Field Office 9 on the utilization of Listahanan 3 data, an orientation pertaining to the guidelines on the availment of statistical data, personal information (PI), and sensitive personal information (SPI), was conducted by the National Household Targeting Section (NHTS), on 25 September, this year.
The data generated from the Listahanan 3 assessment may be used for the development, planning, and implementation of social protection programs, including research and other development projects for the poor and vulnerable.
All requests for Listahanan data shall undergo a process that includes the review of the request as to the purpose and kind of data needed, and secure the approval of authorized officials for data generation.
All stakeholders requesting access to the list of poor are required to designate at least one Data Protection Officer (DPO) registered with the National Privacy Commission (NPC). He or she shall plan, implement, and evaluate policies for data privacy and security, as well as be authorized to respond to information requests and complaints concerning the processing of personal data, and will cooperate in good faith with the agency.
This is in consonance with the Data Privacy Act of 2012.
The Listahanan, otherwise known as the National Household Targeting System for Poverty Reduction (NHTS-PR), is an information management system that identifies who and where the poor are nationwide.
Its objectives are to formulate a uniform set of criteria for identifying poor households in the country through scientific means, maximize the benefits of social protection programs by developing evidenced-based services for the poor, minimize wastage of resources by ensuring that only those who are deserving benefit from social protection programs, and facilitate sharing of a high-quality database to public and private social protection stakeholders.
Out of the 83,248 households assessed during the Listahanan 3 enumeration in the province of Basilan, 87.7% or 73,046 were identified poor. 16,065 of these households are located in the City of Lamitan. ###
