ZAMBOANGA CITY – The Department of Social Welfare and Development (DSWD) Field Office 9 through the Listahanan project identified the Municipality of Sibuco, Zamboanga del Norte as the poorest local government unit (LGU) in Region 9 with a poverty magnitude of 91.41%, based on the household assessment conducted in 2019 which aimed to identify the country’s poor.

Out of the 7,983 households assessed in Sibuco, 7,297 are categorized as poor.

With this, nine out of 10 households in the municipality are living below the poverty line.

The Listahanan Regional Project Management Office (RPMO) last Tuesday, June 27, oriented the local government’s Municipal Social Welfare and Development Office (MSWDO) headed by Suraida A. Mandi, and her team regarding the guidelines and protocols in utilizing Listahanan 3 data.

    

“I would like to express my gratitude to the team for coming to Sibuco to orient us regarding the database of poor households and for presenting very significant statistics concerning our municipality,” she said.

In 2015, Listahanan 2 also identified the municipality of Sibuco as the poorest LGU in the region.

“For the second time around, Sibuco is identified as the poorest municipality based on its poverty magnitude. The data from Listahanan can really help us with our initiatives in improving the socio-economic status of our indigent people,” she added.

As the government’s database of poor households, the Listahanan is widely used by government agencies and private organizations that deliver social protection programs and services.

Everyone can access the information management system for purposes that aim to assist the poor, subject to Department’s data-sharing guidelines.

Listahanan uses the proxy means test (PMT), which has been proven to be an effective targeting mechanism in countries with large informal labor markets.

It utilizes a unified set of proxy indicators to identify the poor.

This allows direct comparison among the poverty profiles of the different areas covered.

Listahanan has nationwide coverage. It can provide national up to household-level data including the household roster. ###
