The Department of Social Welfare and Development Field Office IX calls for the public to participate and file complaints should there be any corrections or grievances in the list of poor households.
This validation activity is in line with the 2nd second round of household assessment spearheaded by the Listahanan project.
Atty. Antoniette Maria Lucero, Regional Field Coordinator for Region 9, said that 83 Area Supervisors are now deployed in different parts of the region to post the initial list of poor in barangay halls for 5 days for the public’s scrutiny.
Queries, appeals and complaints will be entertained by the Listahanan Area Supervisors in barangay halls and will be forwarded to the Local Verification Committee (LVC) for resolution within the period of 15 days.
The LVC is composed of the Local Social Welfare and Development Officer (C/MSWDO) as Chairperson, local Planning and Development Coordinator (C/MPDC) and 3 other members identified by the Local Chief Executive or the City/Municipal Mayor.
The grievances/complaints that may be filed are the following:
- An individual claims that a certain household should not be included in the list of poor households
• An individual claims that they are poor and must be included in the list of poor
• An individual claims that they have not been visited by an enumerator for an interview
• An individual complains that the enumerator incorrectly entered data in the FAF
• An individual claims that the list is incomplete and does not represent the actual poor households in the community
Once validation is completed, the official and final list of poor families will be generated and shared with data users to serve as their basis in selecting beneficiaries for social protection programs.
Regional Focal Person, Hasan B. Alfad, during the LVC Orientation and AS training said that the initial list of poor may or may not change after the validation phase depending on the complaints received, re-assessment and Proxy Means Testing.
The Listahanan formerly known as National Household Targeting System for Poverty Reduction (NHTS-PR) is an information management system that aims to establish a database of poor households that will serve as basis in identifying beneficiaries for social protection programs.
