Dipolog City August 12, 2014 – The Regional Program Management Office of Kalahi CIDSS (Kapit-bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services)-NCDDP (National Community Driven Development Program) DSWD Field Office IX is currently conducting the Municipal Local Government Unit Forum on conditions and precedents of KC-NCDDP. The said activity will run from August 12-13, 2014 at Top Plaza Hotel, Dipolog City.

The 2-day activity which is participated by Municipal Engineers, Municipal Planning and Development Officers, Municipal Budget Officers, Muncipal Social Welfare and Development Officers and Municipal Accountants, aims to provide all the 46 municipalities covered by the program with the framework, design, implementation process and key requirements for enrolment to the program. Also, the forum intends to produce the accomplished Work and Financial Plan of the targeted municipalities across the region in preparation of the program’s implementation to begin in 2014.

Newly appointed Deputy Regional Program Manager Elpidio Lapad of KC-NCDDP said that the forum is also a way of providing the LGUs opportunities to engage with the Kalahi Regional Project Management Office around the possible provision of technical assistance and other forms of support in project implementation.

“With the expansion of Kalahi-CIDSS, there are so many enhancements and changes in both administrative and operational arrangements which really call for much-needed technical skills on the part of the LGU officials to successfully implement the program.” said Lapad.

Meanwhile, DSWD Assistant Regional Director for Operations Consejo H. Usman, who is also the Regional Program Manager emphasized that with the limited resources of the government, it is the primary duty of the public servants to ensure that these resources are maximized and will really be benefitted by the people, especially the poor communities. Moreover, Usman, during her special message, also hoped that the activity will enlighten the mayors and their respective officials of the roles that they need to play in the implementation of program in their areas.

As an acceptance to the implementation of the Kalahi-CIDSS NCDDP, the MLGU officials started to submit the pre-enrolment requirements as a requisite for program implementation within the year.

The municipalities that will be covered by KC-NCDDP in the region are the following: Baliguian, Godod, Jose Dalman, La Libertad, Labason, Liloy, Manukan, Mutia, Pinan, Polanco, Roxas, Rizal, Salug, Sergio Osmena, Sibuco, Sibutad, Sindangan and Sicon in Zamboanga del Norte,  Dimataling, Dumalinao, Guipos, Josefina, Kumalarang, Pitogo, Ramon Magsaysay, San Miguel, Sominot, Tabina, Tambulig, Tigbao, Tukuran, V. Sagun in Zamboanga del Sur and Diplahan, Imelda, Ipil, Kabasalan, Malangas, Naga, Olutanga, Roseller Lim, Siay and Talusan in Zamboanga Sibugay.

Kalahi CIDSS-NCDDP will cover a total of 52 municipalities across all modalities such as PAMANA, Australian Aid, LeadGov and GPBP.

Kalahi CIDSS-NCDDP is a poverty alleviation program of the National Government implemented by the DSWD.  It is supported by the Philippine Development Plan (2011-2016). It is the expansion into a national scale of the operations of community-driven development (CDD), a strategy which aims to have barangays/communities of targeted municipalities become empowered to achieve improved access to services and to participate in more inclusive local planning, budgeting, and implementation. ###LMSM
