DSWD 9 LAUNCHES LEADGOV PROJECT

The Department of Social Welfare and Development Field office IX has recently launched LEaDGov or Local Empowerment and Development towards Good Governance, a Project focused on providing capacity building trainings to local government units (LGUs) for improved governance and development planning. The launching took place at Lantaka Hotel, Zamboanga City last Friday (July 12) with representatives from Siayan and Tungawan municipalitieis in attendance

LEaDGov, is a joint project of DSWD and the Agencia Española de Cooperacion Internacional para el Desarollo (AECID) and will be implemented in 3 regions in the Philippines covering Region 9, Region 5 and CARAGA.  Within 20 months the AECID shall fund the capability-building activities focused on improving local government units’ capacity to undertake community-driven development processes and resource mobilization.

DSWD is the implementing-agency for KALAHI which was recently commended and named as one of the awardees for ‘Development Impact Honors’ given by the US Treasury. KALAHI’s CDD strategy to empower citizens/communities to actively and directly participate in local governance by identifying their needs, planning, implementing and monitoring projects to address local poverty issues was considered one “high-impact and noteworthy” mechanism.

Siayan in Zamboanga del Norte and Tungawan in Zamboanga Sibugay are the target municipalities for the LEaDGov project.  Project outputs were presented by Mr. Orson Sta. Cruz of DSWD Central Office while Mr. Elpidio Lapad of DSWD-KALAHI 9 discussed the compentency assessment of the two (2) LGUs and the capacity-building plan which shall commence this quarter.

KALAHI Program Coordinator for Region 9, Ms. Marilyn Fabian, in her closing remarks said that the program is expected to bring about improvement on the part of the LGU in the conduct of their roles and in the delivery of services to their constituents.

LEaDGov project has an expected total cost of PhP13,975,000.00. Of this amount, PhP 10,750,000 comes from the AECID grant, while the remaining PhP3,225,000.00 will be funded by the Philippine government.### (NZB)
