Honorable Governor Roberto Y Uy, signed the Memorandum of Agreement between the Provincial office and DSWD’s KALAHI CIDSS-NCDDP represented by Regional Director Zenaida L. Arevalo last November 11, 2014 in Dipolog City.

The event emancipated sincere participation of the local government unit of the province in the implementation of NCDDP throughout its municipalities.

Also present as witnesses and supporters were Vice Governor Hon. Senen Angeles, BGEN Apolinario Alobba, Commander of the 101st Infantry Brigade, and LTC Leonel M. Nicolas, Commanding Officer, 10th Infantry Batallion. These personalities evocatively appreciated the KC processes and committed themselves to provide significant support.

I will give my support to the implementation of KALAHI NCDDP by sharing counterpart to municipalities who has difficulty in providing cash counterpart. Atoa silang tabangan kay luoy kaayo sila”; Uy said as he refers to the poor municipalities of the province.

One of the noteworthy impacts that occurred during the orientation was the expression of commitment of Mayor Bong Carloto of Tampilisan to finally engage with NCDDP. Tampilisan was one of the targeted municipalities to implement KALAHI CIDSS-NCDDP, however there was a delay in expressing the interest to enroll.

“Sayang kaayo ang mga kaayuhan nga pwedeng mahatag sa katawhan kon atoa kining balibaran”. (We should not ignore and waste the progress that the project (KALAHI CIDSS-NCDDP) can give to our people.) Vice Governor Angeles commented on the failure of Tampilisan to enroll. So at that instant, an enrollment process was then scheduled by DSWD to the Municipality of Tampilisan.

Uy further said that he is willing to download PLGU funds to the community account. He also plans to create a committee to monitor and to observe how community undertakes procurement and disbursement processes. The Provincial Governor also committed to provide technical people for the NCDDP program when needed. Generally, he also expects that whatever plans and activities to be initiated by the DSWD in regards to the implementation of NCDDP these should be coordinated with PLGU.

Finally, he also asked DSWD to continuously provide them with appropriate awareness about KALAHI CIDSS so they will also be responsive of their roles and functions.
